As can be seen from the latest spam thread, I think that banning the member is a short term, but ultimately futile, response. They just re-apply as a new member. You may have some success blocking that IP address.
I am admin responsible for new member accounts on the largest global slot car forum and we use a "question and answer" challenge for new member applications. Over night that cut out the hundreds of spambot registrations every day, so we now have a few persistent spammers that bother to google the answer to the question and I can reject them after using a couple of useful free tools on the net which show their location and whether they have been reported for spamming before.
For this site, something simple but car-related would probably be fine, it can even have multiple acceptable answers, so "name a British car maker of the 60s".
Of course, that's if this particular Bulletin Board software has those features, but I imagine it will be available somewhere in the workings.

This is a Proboards forum. They’re bound to have all the tools necessary to reduce the likelihood of bots getting through.

Each new member application now requires approval before they can participate. Malicious applications should easily be spotted

Good news. Surprised this hadn’t been addressed before, I can’t think of any forum I’ve joined over the past few years that didn’t have a check step to stop bots joining.
